工业母机即机床,是“制造机器的机器”,属于战略性、基础性产业,直接关系国家高端制造的精度、效率与安全。中国已是全球最大的机床生产国和消费国,产业规模连续十余年位居世界第一。当前行业正处于从规模扩张向质量提升、从单点突破向系统集成转型的关键期。为落实国家战略部署,加强顶层设计,两部门制定该方案以引领产业升级。    

方案明确了到2026年和2030年的两阶段发展目标。到2026年,高质量标准体系基本建立,制修订标准不少于300项,牵头制修订≥5项国际标准,国际标准转化率90%,部分关键标准适度领先于产业发展平均水平,促进产品质量提升与设备更新换代,引领高质量发展;到2030年,适应高质量发展的标准体系全面形成,标准国际化程度持续跃升,减材、等材制造标准达世界先进水平,部分增材制造标准达世界领先,标准引领效能全面显现。

该方案的体系结构包含六大层次,基于产业链构建,由34个大类、17个小类组成,并将动态调整。其四大重点任务包括加快关键急需标准研制,聚焦高端复合数控机床等方向填补产业链关键环节标准空白;推动成系列标准制修订,提升主机产品质量;强化交叉融合领域标准研制,助力智能化、绿色化升级;加快提升我国标准国际化水平,在优势领域主导制定具有国际领先水平的中国标准。    

方案强调联动发展、链式协同、国际兼容三大原则,是我国推动制造业高端化、智能化、绿色化发展的关键举措。它预示着高端机床产业链布局、3D打印技术(增材制造)、数控系统及智能制造趋势等相关领域将迎来标准引领下的技术突破与市场机遇。    


"Construction Plan for High-Quality Standard System of Industrial Mother Machines"


Industrial   mother machines, also known as machine tools, are "machines that   manufacture machines" and belong to strategic and fundamental   industries. They are directly related to the precision, efficiency and safety   of a country's high-end manufacturing. China has become the world's largest   producer and consumer of machine tools, and its industrial scale has ranked   first in the world for more than ten consecutive years. The current industry   is in a critical period of transformation from scale expansion to quality   improvement and from single-point breakthroughs to system integration. To   implement the national strategic deployment and strengthen top-level design,   the two departments have formulated this plan to lead industrial upgrading.    

The   plan clearly sets out the two-stage development goals for 2026 and 2030. By   2026, a high-quality standard system will be basically established. No less   than 300 standards will be formulated or revised, and at least 5   international standards will be led in formulation or revision. The   conversion rate of international standards will reach 90%, and some key   standards will be moderately ahead of the average level of industrial   development. This will promote the improvement of product quality and the renewal   of equipment, and lead high-quality development. By 2030, a standard system   that ADAPTS to high-quality development will be fully established, the degree   of internationalization of standards will continue to rise, standards for   subtractive and isomorphic manufacturing will reach the world's advanced   level, and some standards for additive manufacturing will be world-leading.   The leading role of standards will be fully demonstrated.

The   architecture of this plan consists of six levels, built on the industrial   chain, and is composed of 34 major categories and 17 minor categories, and   will be dynamically adjusted. Its four key tasks include accelerating the   development of critical and urgently needed standards, focusing on filling   the standard gaps in key links of the industrial chain in directions such as   high-end compound CNC machine tools; Promote the formulation and revision of   a series of standards to enhance the quality of mainframe products;   Strengthen the development of standards in cross-integration fields to   facilitate intelligent and green upgrades; Accelerate the   internationalization of China's standards and take the lead in formulating   Chinese standards with international leading levels in advantageous fields.    

The   plan emphasizes three major principles: coordinated development, chain-like   collaboration, and international compatibility. It is a key measure for China   to promote the high-end, intelligent, and green development of its   manufacturing industry. It indicates that related fields such as the layout   of the high-end machine tool industry chain, 3D printing technology (additive   manufacturing), numerical control systems and the trend of intelligent   manufacturing will witness technological breakthroughs and market   opportunities under the guidance of standards.
